BIS has released the new guidelines for refund of BIS govt fee paid by applicant for various cases under Compulsory registration order. The guidelines have explained various cases and the solutions to deal at the time of duplicate payments.
Applicant has to proactively request for refund to BIS over email or portal. Delay in the action may cause delay in the refund process.
Guideline of refund of govt fee is NOT applicable when:
Refund will not be made in case of grant of license/ Inclusion/ renewal/ other service request get cancelled or rejected by BIS after submitting unsatisfactory clarification given by applicant against the query raised by BIS.
Guideline of refund of govt fee is applicable in following scenarios:
Scenario | Remark |
When applicant applied for grant of license instead of Inclusion or vice versa | Full payment will be refunded as soon as applicant applies for new Inclusion or vice versa |
When applicant applies for Inclusion or other service request just before the license/ R-number comes under deferment/suspension period | Full payment will be refunded upon the request by applicant as new application would not be successfully complete due to expiry of license |
Payment failed for any new application and not received by BIS | Payment if deducted will be refunded by payment gateway provider and not by BIS |
Single payment made for new application (fresh/ Inclusion / renewal/ etc) and receipt has been generated | Applicant can request via online/email for withdraw of payment within 24 hours from the date of application. Application fee and applicable taxed with be deducted from the refund amount |
Multiple payment attempts done by applicant; however single receipt has been generated for single successful payment | Payment if deducted for failed payment attempts will be refunded by payment gateway provider and not BIS. Applicant can request via online/email for withdraw of successful single payment within 24 hours from the date of application. Application fee and applicable taxed with be deducted from the refund amount |
Multiple payment done by applicant received by BIS, however single receipt has been generated for multiple successful payment | BIS will give the complete refund of duplicate payments being done. Applicant can request via online/email for withdraw of successful single payment with receipt within 24 hours from the date of application. Application fee and applicable taxed with be deducted from the refund amount |
Multiple payment done by applicant received by BIS and multiple receipt of payment have been generated | The earliest payment received by BIS will treated as primary amount and rest duplicate amount will be completely refunded to applicant. |
Payment made for new application after the expiry/cancellation of license due to technical error | Complete refund is applicable by BIS |
Excess fee is processed due to technical error | Excess fee will be refunded by BIS |
