In Canada, the certification of products is governed by Innovation, Science and Economic Development (ISED). The certification rules in Canada are similar to those in the USA.
There are 2 categories of Certification:
SDoC: Self Declaration for Unintentional Radiators / Non-Radio Products
Certification: for Radio products
Non-Radio Products SDoC Procedure:
Applies to Interference-causing equipment, a device, machinery or equipment, other than radio apparatus or terminal equipment, that causes or is capable of causing interference to radiocommunication
EMC Testing to the ICES standard is required. There are several ICES standards to choose from depending on the product category type. Following are the various ICES standards and applicable product categories.
A Canadian representative is required when the applicant’s company address is not within Canada

retention of test report, requirements for demo units, measurement instrumentation, etc.
the ISED compliance label shall include the word “Canada” (or “CAN”) and a reference to the applicable standard, in both English and French. If the applicable ICES standard differentiates between Class A and Class B equipment, the label shall also include the Class of the equipment. An example is given below.
For Radios, along with some prescribed documents, Compliance Test reports to Canadian RSS standards must be submitted to an authorized TCB/FCB (Telecommunication Certification Body / Foreign Certification Body) and a fee is required for certification. Product labeling is also mandatory for the Radio products.
Testing must be performed in 17025 accredited test labs located in any country that has a Mutual Recognition Agreement (MRA) and registered with ISED, Canada. In cases where an MRA does not exist, test labs must be accredited by A2LA or NVLAP or ANAB to perform the testing, and the reports will be acceptable to ISED.
Certification of radio equipment means that the equipment complies with established Radio Standards Specifications (RSS) requirements, in accordance with Radio Standards Procedure (RSP). A “Technical Acceptance Certificate” is issued accordingly.
Radio apparatus are classified either as Category I or Category II equipment.
Category I equipment
Category I equipment consists of radio apparatus that require a technical acceptance certificate (TAC), issued by the Certification and Engineering Bureau of ISED, or a certificate issued by a recognized CB.
Certified Category I equipment shall be listed in ISED’s radio equipment list (REL). E.g. Access Points, Mobile Phones, Laptops, etc
No person shall import, distribute, lease, offer for sale, or sell Category I radio apparatus in Canada unless they are listed on ISED’s REL
Category II equipment
Category II equipment consists of radio apparatus that are exempt from certification (i.e. that do not require a TAC or a certificate issued by a CB). E.g. Scanning Receivers
The manufacturer, importer and/or distributor shall, however, ensure that Category II equipment complies with all of ISED’s applicable procedures and standards. The test report shall be retained for as long as the model is manufactured, imported, distributed, sold, offered for sale and/or leased in Canada. The test report shall be made available to ISED upon request.
The certification number is made up of a Company Number (CN which is XXXXXX) assigned by ISED’s CEB, followed by the Unique Product Number (UPN which is YYYYYYYYYY) assigned by the applicant.
The certification number format is:

Electronic Labelling is allowed: Devices with an integrated display screen may have the required label information represented electronically in an e-label instead of on a physical label or nameplate
